Lucia has over 19 years of experience in the design, implementation, and evaluation of public policies and programs that support entrepreneurship and private sector development around the world. As an expert in monitoring, evaluation, and learning, she is passionate about helping organizations strengthen their strategy and use evidence and data to increase their impact. She comes to CWE from Innovations for Poverty Action (IPA), a cutting-edge research and policy nonprofit dedicated to discovering and advancing what works to address global poverty problems. At IPA, Lucia spent over a decade leading a large-scale research program on entrepreneurship and private sector development, with a portfolio of over 200 impact evaluations in 40 countries and a global network of 150 researchers from leading universities, think tanks, and policy institutions. Prior to joining IPA, she worked at the United Nations Industrial Development Organization in Vietnam and at the Ministry of Industry and the National Bank in Argentina. She holds a Masters degree in Public Administration in International Development (MPA/ID) from Harvard University, a graduate degree in Development Economics from FLACSO, and an BA in Sociology from University of Buenos Aires.
