Julio Espinoza-Villegas is the Impact & Learning Manager at Center for Women & Enterprise, where he supports the organization’s mission of advancing women’s economic empowerment through data, strategy, research, and learning. With more than 24 years of experience in monitoring, evaluation, and learning (MEL), Julio helps strengthen evidence-based decision-making, organizational learning, and program impact across CWE.
Before joining CWE, Julio held senior leadership and advisory roles with Oxfam America and Oxfam International, leading multi-country initiatives focused on women’s rights, economic justice, resilience, and inequality across Latin America, Africa, and the United States. He has extensive experience designing MEL systems, strategic planning processes, research initiatives, and data visualization tools that support organizational learning and impact.
Raised by a single mother and inspired by his four daughters, Julio is deeply committed to creating more equitable opportunities for women and communities. He previously spent nearly a decade working alongside feminist movements and women’s rights organizations in Nicaragua.
